About
The Founder: William L. Nigh
CIFHS was founded by William L. Nigh, whose vision and leadership laid the groundwork for integrated, community-based care. Since its founding in 1999, he has been committed to expanding access to services for individuals and families in need. He served as founder and leader of the organization until October 2025.
Mr. Nigh brought a strong background in behavioral health, prevention, and early intervention, with experience contributing to research and community-focused initiatives. Under his leadership, CIFHS grew from a small organization into a comprehensive provider of mental health, substance use, and primary care services.
He expanded programs to include chemical dependency treatment, mental health services, primary care, parenting, and life skills—broadening the organization’s capacity to support the community in meaningful ways.
His vision and legacy continue to guide CIFHS, and we remain committed to carrying forward the foundation he established.
